Working at the Embassy

Does anyone have any experience working for the US Embassy in Quito?
Is there any way to get around the requirement of having a work permit before applying for a job there?
Also has anyone done the language testing outside Ecuador and if so, where did you do your test?
I am interested in applying for an open position there but do not yet have permission to work.
