wireless card in Ecuador

Hello fellow vagabonds my first time posting here. I recently spent a year backpacking throughout south America, using Internet cafes now and then. I must be lucky; have read that their computers are notoriously insecure, but never had problems. On my next trip, however, i will bring a little "sub notebook" style computer. Here's my question: I can rent a wireless card from Sprint or ATT for $60 per month, but am thinking that I could rent one for much less from a local(Ecuadorian, Argentine) company for much less. Is that feasible, or do these
companies require that I have a local billing address to start service? Also, if anyone has tips on Internet security when using Internet cafes it is much appreciated. Thank you, Jon in Omaha
