You may want to print it out and spend some time with a Spanish/English disctionary over the next couple of days, but it doesn't look all that difficult to understand, nor to understand what the Country is trying to glean as far as information on who their population really is.

It is an exciting social experiment to be a part of and an interesting use of the statistical method by a government run by an economic brain-trust rather than a legal or militaristic one.
