Psychiatric care in Salinas

My brother, currently living with my mother in Poland (I am in Canada), is schizophrenic. If I settle in Ecuador for a while, I might need to bring him at some point. Would anyone be able to let me know if:
1) Clozapine (a.k.a. clozaril, clozapol, leponex) is available in Ecuador (Salinas)?
2) Is there a hospital with a psychiatric ward in or near Salinas?
