Ecuador a nightmare for Entrepreneurship?

Ecuador seems like a nightmare for Entrepreneurship. A really messed up bureaucracy smothering the country with petty 'made up on the spot' rules. Want to start a business that can be helpful to the public and add to the tax base and make enough of a profit to be worthwhile? Real tough sledding to get that started with a bunch of moronic Ecuadorian officials standing in your way. (Certain types of business in the US are like that now but not all). Why do the people stand for it? Why don't they take to the streets about the bureaucrats? I heard they went after some police with bamboo spears up in the mountains. Why not the crooks down at the DMV making them run back and forth getting this and that with bribes in between? What is wrong with economist educated President Correa for not ending this drag and expense on his economy?
