pre schools in Cuenca

I am seeking information on if there are any restrictions for opening a private school that would ONLY be for pre school ages 3, 4 and 5 year olds? We are not interested (at this time) in having available any levels past pre-school in one particular location. My fiancee is now teaching in a Latin American country and has all the knowledge and experience with the pre-school learning requirements. I would also like to know about the quality of pre school education there....along with the amount of these types of schools in Cuenca. Could Cuenta always use another high quality pre-school learning center? We would be looking to open a pre-school in the middle to poor class areas of the city. We are mainly focused on providing a great atmosphere for the pre-schoolers with quality education that is enjoyable. Thanks for your time. I will now go out and shovel some snow. Lucky me?? Dan
