protecting yourself against crime

I have been reading many stories about the potential dangers on the streets
and even in your own home in Ecuador. Here are a few questions that I have, as
we will be moving in about 2 months.

1. When walking the streets, why not wear a whistle? I realize this will not
help in all situations, but could help in some, it seems. I can't imagine a
loud noise not attracting some attention.

2. Is pepper spray (or mace) legal? I have never heard either way.

3. Why not a home alarm system? I realize there is probably nothing like
monitored alarm systems, but wouldn't just the sound of a home alarm scare any
potential thief?

4. What about carrying a fake wallet (much easier for women, I would
suppose)? Keep in it a few dollars and maybe business cards?
