The cloning or skimming issues at ATM's continue to be a security problem for banks in Ecuador. Some measures are being introduced to combat this including biometrics.
However, beware if you are a bank customer in Ecuador and are victimized - Think the bank will make good on your losses if the criminal clone your information from an ATM - think again. At the current time each cases is handled individually and the banking association has not provided any firm agreement with prosecutors as to returning funds to a victim - they did state in a recent article that it would not be 100%.
