Good locations within 50 kms of the coast, with good Internet Service

Hi Everybody,

I'm currently living near Cusco, Peru.

I would like to know your recommendations for cities, towns or villages, within 50kms of the coast, with the following features.

* Reliable Internet service available
* Streets are kept clean and tidy, also meaning no dogs running around
* Reliable electricity service
* Good fruit and vegetable market
* Neighbours are not noisy and obnoxious
* Good trails for mountain biking
* Interesting/challenging paved roads for Road Cycling

Given the above criteria, would it be possible to find a well constructed house costing between $25,000.00 and $30,000.00 with at least 3 bedrooms and a few fruit trees or enough space for a garden and a few trees?

Are there any places like that between Quito and the coast or north or south of Salinas or north or south of Bahia? Any other suggestions?

What is the cost/square metre for land in Salinas away from the noise and inland of the main beach?

How good or bad is the Route 30 from Quito to the coast?
