OK I know this is a gross subject, BUT it must be asked if one is thinking about moving to Cuenca or Quito. I have read that there are limited clean public bathrooms (and availablity is rare) and adding to this you can't flush "paper" but instead must put it in the trash (YIKES)? Is there any truth to this please advise. The no paper policy sounds really bad.
