criminal background check

for a US citizen to get a visa to retire in Ecuador, how many years back does a criminal background check need to be? is it only 5 years?, and can it be from the state level only? or does it need to be a national F.B.I check?

And if you do have a criminal record, is that grounds for a denial of a visa?

I have a felony conviction from 10 years ago.

any info would be appreciated
