I just received this email from the Ecuadorian consulate in Miami, which I believe is the latest visa information available.
We do not issue immigrant visas, we are only authorized to issue non-immigrant visas for information relating to the process and requeriments for immigrant visas you can visit: http://www.ministeriodelinterior.gob.ec/index.php?option=com_content&view=article&id=3074&Itemid=603

We can issue a tourist 12 IX visa, this will allow you to be in Ecuador for up to six months, and process during this time the immigrant visa you require. Please make sure to extended your tourist visa for additional six months in Ecuador, if your immigrant status is not ready when the six months are up.
To request a tourist visa you need to bring to our office:
1.- 1 Picture (passport picture with white background)
2.- Your passport with a validity of over six months and make sure it has at least one full free page in the visa section, otherwise we will not be able to stamp the visa.
3.- A printed and signed letter addressed to the Consul General of Ecuador in Miami, stating the purpose of your trip
to Ecuador. (this can be in english)
4.- An economic affidavit (notarized copies of the last three bank statements are acceptable)
5.- Copy of your airline tickets
6.- Cost is 230 in cash or money order
In addition I understand that you require also an income certification to be used for your RETIREMENT VISA in Ecuador. If this is so please make sure to have the following:
1.- Your passport
2.- Letter from the Social Security, or any other company paying you retirement benefits, stating amount and how often you receive them (biweekly, monthly, etc.) This letter has to be certified by a public notary in the State of Florida.
3.- Spanish translation of this letter, signed by the translator and certified by a public notary (if the notary is the translator, only his/her signature is required). We do not make translations, if you don't have a translator, you can contact Ms. Lashman, she is a Public Notary, does translations and works in our same building and make arrangements with her prior your visit to our office at [email protected], cell phone 786-398-0158.
4.- Copies of all these documents
5.- Forty dollars in cash or money orders.

I was also informed that I could apply in person and the visa would be issued the same day, but it was recommended that I get to this consulate before noon.
