Latest Information for Pension Vis

Yesterday, I left Quito with my and wife visa stamped in passport. Went to Policia to get censo. They do not have the forms yet and do not know when. They give you a letter. When they have forms, I/you must return to Quito and get the Censo. They say "you cannot get it in Cuenca"
Then I went to "Registro Civil" to get the Cedula. They said all the paperwork was correct, but, they would not have the information on my case from "Extranjeria" for up to 8 days. The director of Extranjeria, personally told me they would have the file in 10 seconds. Furthermore, they do not have any way to inform me, before I come, if the case is ready. So, it will require another trip (3) to get all (3) docs. visa,censo,cedula.
I have listened to a lot of folks here, and the info is incorrect much of the time. I decided to take charge of my case myself and go to Quito to break the logjam. Got it moving, but not completed. In my opinion, do not get a lawyer or legal advisor, they cannot do anything more than you can do. The secret is getting the docs together & knowing the "real" time schedule.
What you need is a spanish speaking person to help you.

Later, I will post here all the tricks,secrets I learned after waiting for almost 1 year for the lawyers and legal advisors.
I have one question if anybody can help me.
WHEN DOES THE "REGISTRO CIVIL' GET THE FILES FROM DEPT. EXTRANJERIA.
