Rural living safety

I am considering a move to Cotacachi, Banos de Agua Santa, or outlying areas of Cuenca. I prefer to live in the country with some space and quiet. My question is, is it as safe as living in the city with condo security? Are there many expats in the Banos area? Any info on costs and availability of rental houses in these areas would be appreciated.
