Dog walking in Quito

I'll be moving to Quito in late July with my husband and our 6 year old chocolate lab mix. Taking my dog for long walks and occasional hiking is one of my favorite pastimes and something I am very eager to do in our new city. Not only is it fun for me, but she is pretty hyper and needs the exercise or she gets very antsy.
My husband will be working at a school in the north part of the city, so I am looking for something near there as we wont have a car (at least for a while). I was wondering if anyone could offer some advice on good neighborhoods for us to live in. We're not picky but I'd love to find an apartment with an outdoor area (garden, terrace or something, not just a small balcony). Or, are there houses available?
Are there any dog friendly parks? Are there hiking trails in any of the big ones that we could go for long walks with her off leash? Is that safe?
finally, has anyone experienced the street dogs of Quito? I hear there are many and they are generally friendly, just wondering if they tend to mess with leashed dogs when they see them.
