need help with computer problem

My computer does not start up properly. It shows the Toshiba page and makes a loud beeping noise. After several attempts to start I will get a startup page that allows me to start up and trouble shoot as well as repair. I have selected this several times but I still have the startup problem. I can select regular start up and get the damn thing to open, etc. I have removed the battery, run a virus check, etc, but the problem remains.
However, I now have a problem with the scroll-bar on the right hand side of a page (internet or word-doc) dropping to the bottom! When I take it back to the top, it just drops on its own! If I shut-down and restart the problem may go away (as is the case for this posting).
Any advice on how to trouble shoot would be helpful. If I have to clear the computer and reinstall the software then I will do that but I would rather not if there is another way to fix this problem.
