Bringing pet question

I seem to be between a rock and a hard place. My flight is scheduled Dec 31. I apparently have to have the vets statement of health no earlier than 10 days from departure. That makes it Friday the 21st. I have to have the USDA stamp from Austin Texas also. They are closed the 22, 23, 24, 25. And they state on their website that they have a 48 hr turnover. That makes it in the overnight bin on the 27th which is a Thursday, and at my house sometime Friday the 28th. I also have to have the stamp from the EC consulate in Houston. I dont think I can make it to Houston, 2hrs from me, by 3 pm when they close to get the stamp and they are closed on Saturday, and we leave Monday morning. My question is this, can I get the consulate stamp on the vets paperwork before I send it all to the USDA in Austin? With this 10 day rule during the holidays I seem to be screwed. I will have to eat the plane ticket extra price to change reservations.
