Internet quality in various parts of EC?

I am in Cotacachi and would love to buy a "training program" sort of an athletic trainer in a box. BUT it is only available by download and it is a HUGE download. Lot of text but also lot of video, demos etc so 8GB.

Internet here is fine for email, forums etc but I seriously doubt it is up for this job. Speed test at very best, at night after cafes close, tops out around 2 Mbps, could work if patient but the quality of connection sucks. There is so much jitter, lost packets, etc that pingtest.net never gets rating about D+ and mostly it ranges D- to F, that is when it even can read the quality. Most often it just says failed to read because it was so bad.

Very curious if this is country wide or just this more rural area. If anyone in Quito, Salinas, even Cuenca, one of the bigger cities is curious, I would love to know what you get running tests w/ speedtest.net and pingtest.net

Thanks in advance. My fall back, if I decide to risk the mail, would be to have a friend in US get it for me and load it on USD stick(s) and mail it. Probably not a whole lot of duty on something like that but then again, might trigger paranoia and never make it out of the "Office".
