Coastal Tourist Crime Drawing Attention

Ecuador Interior Minister Jose Serrano says his office is investigating crimes against foreigners in Guayaquil and along the country's coastline. The announcement comes in the wake of the murder of a Japanese tourist in Guayaquil Dec. 28, which has attracted international attention. The ministry says it is not sure if foreigners are being specifically targeted and suggests that they may simply be in high crime areas. Guayaquil, Manta and Esmeraldas have the country's hightest crime rates, often 200% to 300% higher than the national average, depending on the crime category. The ministry says that crime has also increased in smaller coastal communities, including Salinas, Montañita, Olón and Puerto Lopez, where the number of home burglaries has risen sharply in the past 12 months.

According to police, the Japanese tourist and his wife, who was injured in the attack, refused to use a taxi in front of his hotel and hailed one on the street. The taxi driver apparently picked up two men who robbed the couple before committing the murder.

Rising crime on the coast runs against the national trend toward lower crime rates. There has been a 20% to 25% reduction in the number of crimes reported against tourists in Quito and Cuenca since 2010.
