Criminal History Background Check

I know there has been much discussion over the last year or so about exactly which agency is supposed to provide a Criminal History Background Report, but I thought I'd add a bit I just learned from the FBI office in San Antonio TX. The agent I spoke with said the FBI is no longer doing Background checks for private citizens, only other police agencies. The FBI has apparently, from what this agent said, sub-contracted out the Criminal Background Check to several different companies. I'm wondering what effect that will have on my submission of all my paperwork when I take it to my local Ecuadorian Consulate in Houston. Each time I have called the Houston Consulate for a particular matter, I get different information from different people. From reading past posts on this forum, it seems that the Cuenca immigration office is the one which is concerned about an FBI report, where Quito and Guayaquil will accept a state police agency report. Am I correct in this assumption, or have things changed again in the last few months regarding this Criminal History Report? Thank you!
