Cedula.

Hello all
Perhaps someone can few questions, we are coming to Salinas at the end of August for a look/see trip to decide if we would like Salinas. And if we do?
We'll start the whole Cedula process as soon as we get back home beginning of Sept. I guess it will take a number of weeks to round up this info, esp. the FBI background check, but in any event should have all the stuff on the way to someone in Guayaquil by beg November, I guess.
Ok, fast forward to when we arrive for good late January, which is about 2-1/2 months later. Will all the stuff be ready (with Cedula) by then? Do we have to be personally involved in the process with Ecuadorian government or is our involvement going to GYE as you indicated simply to pay Dana the government fees? If not ready by the time we get there for good, would you be willing to take a guess of how long after that it would take?
The reason he asks this question is:
1-Can we sign a one year lease on apt without getting permanent visa? Can we get electric bill, cable, etc also without having permanent visa (Cedula)? We assume will have to pay short term rental rate when we get there in Jan until (hopefully very soon) find an apt, but would hope not to have to pay $500 a week for very long until get Cedula.
2-Also don't want to find ourselves having to leave Ecuador (again) if visa not ready by the time we're there 90 days.
