Another container question

Has anyone had experience in using a container for household goods, into Ecuador from Canada, and paid import tax, instead of waiting for a Cedula and using the tax free provision.

If so, I assume the goods are shown on the import forms with a ' used ' value, and these are subject to the 43% ? import tax. As used values are virtually nil, at least here in Canada, the 43% tax will be negligible.
I ask this because waiting for a Cedula before being able to call the container from Canada, will entail lengthy rental costs in Ecuador. Paying a minimal import tax will be better all round, also the container can be discharged from Canada at the same time as we leave.
