blackouts and water rationing

Can anyone provide real time experiences of the blackouts and water rationing in the country. It appears to be getting worse. I am booked for a 2 month stay in San Clemente beginning January. The owner of the property is giving us the opportunity to cancel without penalty. I really do not want to cancel!
