Taxes

I am a Canadian expat working in Egypt since August. I was promised a work visa which I cannot get because my employer (a school) does not have his licence from the Egyptian ministry of education to operate. This means that I am working illegally. My employer is deducting income tax which has not been turned over to the ministry and I am not getting the benefits of having a work visa (reduced hotel rates etc.).

Any suggestions on what to do. My preference would be to find a way to not have income tax deducted. If they considered me a consultant, could this work?
