Visa Info and Up-to-date info on Covid Restrictions in Cairo

Residence visa info greatly appreciated: We are American retirees, early 70s, who wish to live in Cairo for 2-3 years studying the spoken language. What are the first steps needed to get a visa? Arrive as a tourist, and then renew, or do it from home country?

Also, what are vaccination, mask, and other restrictions now in Cairo? Are most businesses open? Masks required outdoors? People free to walk outdoors with no restrictions? Will they require us to be vaccinated now, or in the future, to reside there?
