Visa Rentista

I have a home in El Salvador and I plan to return theren to live 6 months of the year.
I have a friend who live there and he told me to get a visa rentista when I get there so I will not have to pay import duty on a car and also up to $25,000 of household goods.
Does anyone have any knowledge of this?
