Residency in El Salvador

Does anyone know the exact steps to take to become a resident?
All I've been told so far is that you either need to have a job offer or marry a Salvadorean.
My goal is to open a small English school on my own. I really don't want to work for someone else anymore, unless I really have to.
I've heard stories of people opening surf shops and bars along the beach.
How did they do this?
Did they have to work for someone first?
