I contacted the mangers of Transactel, a large call center in El Salvador, too see if they hire foreigners who have neither Work Permit Visa nor temporary residency pending in El Salvador, answer is NO.

Recently in Costa Rica, two call centers who hired those on tourist permit were raided and closed down as well as some of the gambling site IT 'shops' who hired any English speaker.
As for teaching English in areas where there are no or few qualified teachers, the authorities will often tend to look the other way, as the tourists, who must go out of country every 90 days, are getting low pay, long hours and no benefits anyway and kids are learning English, helps the economy.
