Land - rent or buy Coral Coast

As per my previous subject about starting a business in Fiji, specifically Coral Coast. It seems difficult to find land to rent, or buy - buying seems very expensive - even by Sydney standards. I'm thinking of approaching local business owners but not sure if this is not how it's done? Any advice would be much appreciated. The business is with a Fijian National so it would have to be started and run by them until I had approval to join the business by Gov't. Thanks for any help!
P.S. I noticed there's a new supermarket on Queens Road near The Warwick but don't know the name of it. Google Earth is not much help at the moment!
