Starting a business in France?

Hello, I am an American living and working in Paris since August 2001 with a Carte de Sejour (my wife is French). I have an idea for an internet side business. It would be a hosted service that I charged a fee for to certain organizations. But I have no idea where to start in starting a small business in France. Do I need to form a company? Is there the equivalent of a Sole Propietorship in France?

I expect to make between 1000-3000 euros per year maximum.

Does anyone have any ideas where I should begin?
