This book is specifically written for Toulouse by the group Americans in Toulouse. It seems very thorough about covering all sorts of things--how driving works, medical, real estate, etc, etc. I've just started reading it, getting ready for a possible move to Toulouse and I wanted to share it as a resource to all who are considering a move to France. I've lived near Paris for 4 years and also like 'At Home in Paris' by the Junior Service League of Paris as a reference but 'The Art of Living in Toulouse' is actually online so you can start your reading right away.
