How to get Livret de famille

we want to get on the French medical and social system, and the Caisse d'allocations requires a copy of our livret de famille. What do I do to get that? (my assumption is to get an official translation of our marriage license but beyond that I am stumped as to whose birth certificates in the family- all? the kids? just us parents?).

Or do I have to do the SS system first and THEN the CAF? I have no idea which SS organization to start with or where to begin....
