US govt rules for expats?

My husband and I will be moving to France in a few months. We already own an apartment in Avignon where we will live for the time being. Since our visits have always been short, we never had to worry about cartes de sejour and the like. I know how to obtain a long-term resident visa through the french govt., but have heard that US govt places some requirements on its expat citizens. For example, is it true that expats must must return to the US every so often in order to maintain their citizenship? If so, how often and for how long must we stay in the US? Does anyone know more about such requirements? Which gov't dept. would have the info? Thanks for any help!
