Renovations, Residency & US Army Retired Pay

Hello All,
I'm afraid this posting will be all over the map, but here goes. I'm retired from the US Army living & working in Germany--with appropriate residence & work permits. My German wife and I have a house in the Languedoc. I'm interested in sharing renovation experiences and techniques, but this forum doesn't seem to be the place. Does anyone know of another more appropriate forum? We have also been kicking around the idea of moving to France in a few years and we have some general questions (we realize we'll undoubtedly need expert advice, but...). Are there any other retired military who can tell me how the French tax authorities treat US military retired pay--the tax treaty is a bit unclear to me? Lastly since I'm already resident in an EU country and married to an EU national will I have to get a Carte de Sejour (I will probably not be working in France)? Thanks, Scott
