Taxe d'Habitation

Once I was told, if I understood correctly, by an agent in the Hotel des Impots, that the calculation for the Taxe d'Habtitation includes one's income as a factor but in reading the French Tax website, I can't see any mention of income in the calculation formula. Does anyone know if income is or isn't a factor. Thanks, Jim
