Transportation - Is a car needed in Languedoc-Roussillon?

I am coming in March to investigate relocating to the L-R area of France. Is public transportation adequate from, say, a small village like Amelie or will I need a car? Also, can anyone enlighten me re medical needs? Do I need insurance for France? I have Medicare with a supplement in the US.
