US military retiree commissary and exchange priviliges in Belgium

Good Day,
I am sending out a call to any US military retirees to ask if they are using the PX and commissary in Chievres Belgium. My mom is a US military retiree widow living in France and has been going to the PX and commissary in Belgium for the last 15 years. She just went to have her privilidge card renewed and was told she could no longer shop as a retiree in Belgium. Has this happened to anyone else?
