Taxation on property in France

I purchased a house in France for 40000 euro a couple of months ago. When I purchased the building I payed the previous owner 900 euro which was what was left of the tax for the 6 months of this year according to the notaire.

Does anyone know at what time of the year the french pay their taxes? The reason I ask is that the only receipt I got is from august 2014?

Further I am worrying if the bills from the french government will reach me. I went to city hall to register but they said I didn't need to register and refused to register me as a citizen. I went to the post instead and made them put up some form of forwarding my mail from the address but I'm not sure if it worked because I never lived in the house / were never registered there to begin with? I have not received any mail and the receipt to the last owner says "date d'etablissement 12 08 2014?
