Conveyancing and low-value property

My stepmother, brother and I (all UK-based) need to sell a Terrain de Loisir with a static caravan on. (My stepmother found an English buyer privately who is willing to pay €15,000 - which seems about the right value, after a little research.)

The English / French property solicitor we have asked to help us has advised us that Notaires are obliged to charge only a nominal fee for conveyancing work on low value properties.

Even when offered the Succession work as well, the Notaire that this solicitor works with regularly has refused the conveyancing work.

What do the French do when they want to transfer such low-value properties? It seems unlikely there isn't a way through here.
