Custom Declaration for Personal Belongings

Hello, we are moving over to Languedoc area in September from USA. The shipping documents are in my husband's name and he is Italian with dual citizenship. We have given our movers a copy of our 8 month lease and were told that we should also get a "Change of Residence certificate" from your local consulate/embassy. This confirms that you are leaving the US on a permanent basis as opposed to a holiday and to include this with the shipping papers. We called the French Consulate and they said we cannot do that bedause we are not residents in France and need one from Italy. My husband got a form from the Italian Consulate declaring he is going back to his country of origin, but in fact we are having our belongings going to France and so not sure what we need to do to prove these are our personal things and to avoid paying duty on them..Should we in fact contact the American Embassy to declare this? Thanks, Tracey
