6 month visa for France

I am hearing interesting things about the 6 month visa for France.

One person told me that the six month permission applies to any travel within the Schengen not just France.

Another person said that after the 6 month period on the visa expires, you can stay an additional 90 days on your tourist visa.

Doe anyone know if either or both is true?
