Best places that are inexpensive in Southern France or elsewhere

Raised in California.

I have seen some articles suggest Nice or Dordogne are good places to live. Are there other good places in Southern France but inexpensive?
I need good internet, affordability, good French classes, other foreign language classes. Good culture. A good expat community American or British

I need a mild climate. Raised in California and can’t take extreme temperatures or too much rain.

Is there a way to teach English?

How much does a 1 or 2 bedroom apartment/flat cost.

Is there a good place where I can have pets. I love to be near goats and other animals. A garden, some land. I have a good monthly income but minimal savings for real estate.

I am a trained therapist.
What about residency status? Paperwork? I have retirement income.
