Car advice please

Hi, my father in law has recently moved to the Haute-Vienne region and he had hoped he wouldn't need a car however having been there only a few months he's quickly realised he wont manage without one. I'd be so grateful if anyone could offer any advice or suggestions on buying a used car in France?

Are we better buying one in England and driving it over for him or is the process of buying a used car fairly straight forward? We only have a very small budget up to 3000 euros.

Thanks for any advice, or shared experiences.
