Experiences using the Prefecture in Limoges

Would anyone here have any experience with the Prefecture in Limoges for the interview for trying to obtain a Carte de Sejour? To make the appointment must it be done online? And will there be an in-person interview? What should we expect? Any thoughts would be greatly appreciated. Thank you.
