Planning on moving out of US

Within the next 2-3 years, I will be moving out of the United States. I am giving Germany some SERIOUS consideration as I have been drawn to the area for some time. I have not yet begun learning the language, though this will change within the next week or two.

Berlin and the outlying areas are where I am considering, but I have some general questions for anyone:

1) I am not employed with a company that has holdings overseas. How difficult is it to obtain a job in the region? I am skilled in data entry, accounts receivable, customer service and (ugh) retail sales.

2) I have 2 pets - one Pomeranian (dog) and one domestic short-hair cat. I know that I will need current vaccinations and a transponder chip (plus loads and loads of copies of just about everything that will identify them, just to be safe) - is there a quarantine period involved for this region (I know that there is/was none for Germany in general as long as the paperwork is in order)?

3) How difficult is it to receive a work visa, or more specific, a permanent resident visa, and what is the waiting period and cost for such?

4) What is the average cost of a flat/apartment in the area and how difficult is it to obtain such?

Any help with any (or all) of these questions would be GREATLY appreciated!
