Best place to live and Citizenship?

Where would be the best place for expats who run an internet based business live? We like water/beach, but most importantly, we want to integrate our adopted Guatemalan son into the community. We are hoping he takes over our business, and develops deep meaningful friendships with others in Guatemala. So, how would you go about this. Should he try to transfer his US citizenship to Guatemala (he had a Guatemalan passport when we adopted him).
