Financing and Money Down to Buy in Roatan

I have had numerous talks with realtors in Roatan and have been told that down payment on a condo is about 30-50% with a mortgage interest rate of up to 15%. That seems outrageous for a US citizen. I don't know of any bank or mortgage company in the US that will finance similar to the rates in the US on a foreign property.

Has any US citizen purchased under more favorable conditions...better rates and less down payment?
