How to start

I am considering Hungary as a retirement spot from the USA. Do I need to start with the local Hungarian consulate or is everything handled from Hungary? After reviewing the somewhat vague information available, I understand that one must get a 1 month visa and go to Hungary to actually apply for the residency permit. Is this correct? Is the initial permit for one or two years? Is it also correct that after 3 years you may apply for a permanent residency? Thanks!
