One must have the permission of the reserve bank of India.

With my limited experience of dealing with the legal system at least in Dharmsala, pay people off. Hire a good legal advocate (lawyer) and have them walk you through the process... Either that or contact the department of home in mumbai and ask them if it's really necessary to send an 8 copy request to the Reserve bank of India.
