Where do I begin?

My best friend and I are looking at going to school in Ireland. He's got three years of school and I would be starting from scratch. I have Irish citizenship, but he does not. I will be leaving my current job in July of 2007 and am looking to make the move as quickly and painlessly as possible. Where do I begin? Does my friend need to obtain any visas to go to school or have a part time job? How do I know what school to choose or how the selection or acceptance process works. What are some of the better cities to live in or am I better off staying in Dublin? Your help is greatly appreciated.
